Ukrzaliznytsia selected a container transshipment monopoly company without a tender

Since today, the only sender of loaded and empty containers, as well as empty platforms in regular container trains “Odessa-Port — Dnipro-Liski” and “Odessa-Port — Kharkiv-Liski” is a private company LLC Bulk Container Service. The same company has been the operator of the container train “Odessa-Port — Kyiv-Liski” since February of this year.

In this regard, the European Business Association (EBA) addressed a letter to the Minister of Infrastructure of Ukraine Vladyslav Kriklii and Chairman of the Supervisory Board of JSC Ukrzaliznytsia Sevki Acuner with a request to normalize the situation around regular container transportation by rail.

“In Ukraine, equipment for removing and staging from / to railway platforms is available only at the branches of the TSTS Liski in the cities of Dnipro, Kharkov and Kiev. There is an opportunity to accept and process only trains at the branches of the central heating station Liski, but there is no possibility to process / accept single platforms. Thus, the commercial structure of Balk Container Service LLC in Ukraine monopolized the provision of services for the removal / placement of large containers (from almost all containers that are processed at TsTS Liski branch offices) from / to railway platforms, and will install from April 14 this year their tariffs on working conditions for all companies in Ukraine that previously cooperated with the state-owned enterprise TsTS Liski”, the document says.
